Requirements
'Following the outcome of the consultation, the government will implement mandatory rating against the Code for all new homes'
Although it is as yet not mandatory to have your development assessed, it has been decided that as of April 2008 it will be mandatory that all new homes are rated. Thus giving the new home buyer a raised awareness of environmentally friendly, energy/money saving technologies and construction methods which it is hoped will encourage consumer demand for rated homes. Non assessed properties will receive a nil-rated certificate which must be included in the HIPs pack.
Social Housing does require a mandatory rating of level three and larger branded builders are now committing to this level three as a minimum standard in all their future new builds.
It has been publicised that by 2016 all new homes will have to achieve Zero Carbon, therefore it is believed that a stepped program of mandatory levels will be introduced to increase awareness and capabilities to achieve this as follows;
2008 – All new homes rated.
2010 – All new homes must reach a minimum of Code three, 25% Energy/Carbon improvement (as compared to part L building regulations 2006) equating to level three of the code.
2013 – All new homes must reach a minimum of Code four, 44% Energy/Carbon improvement (as compared to part L building regulations 2006) equating to level four of the code.
2016 – All new homes Zero Carbon (net for the year) including cooking and appliances.
If you opt out of having your development rated, this will be made clear to any potential purchaser. A rating will give the purchaser confidence that their new home has been designed and built to meet the higher standards of the code.
